Kerala’s near-universal literacy is usually presented as a triumph of government policy. That is true, but incomplete. The foundations were laid in the nineteenth century by an unusual coalition: reformist rulers of Travancore, Christian missionaries competing to open schools, and social reformers such as Sree Narayana Guru, who insisted that education was the route to dignity for oppressed castes.
By the time the 1990 literacy campaign mobilised hundreds of thousands of volunteers, the demand for schooling was already deeply rooted. The campaign did not create the appetite; it satisfied it.
The broader point holds beyond Kerala. Public policy works best when it rides a wave that society has already begun to raise.
